OSDAT - Certified Assessor
Become a certified strategy diagnostic professional
ZISM’s Assessor Certification Programme trains strategic management practitioners to conduct OSDAT assessments to a consistent, national standard — and admits them to a defined professional role with clear rights and career pathways.
The programme
Five classroom days, two examination days
Participants are assessed against the OSDAT Assessor Competency Framework, which defines 23 competencies at three proficiency levels: Developing, Proficient and Advanced.
Phase | Days | Focus |
Phase 1 — Foundations | Days 1–2 | Strategic management theory, M&E and risk standards, and the full OSDAT scoring architecture across all 19 indicators. |
Phase 2 — Framework mastery | Days 3–5 | Applying the complete framework to a simulated organisation, plus interviewing, documentary analysis, triangulation, ethics, field management and report writing. |
Phase 3 — Certification | Days 6–7 | Two supervised, open-book examinations, followed by observed live assessments in the field. |

What certification unlocks
A professional role, not just a certificate
Paid engagement fees
Certified assessors receive a fee for every OSDAT engagement, with tiered rates for Assessors and Team Leaders and additional payments for quality review and moderation.
Priority assignments
Assessment teams are deployed from the Certified Assessor Panel. Reliable assessors with timely reports are prioritised, including for high-profile engagements.
Team Leader progression
With two years’ post-certification experience, assessors can progress to lead assessment teams and sign off reports, at a higher fee tier.
Governance roles
Certified assessors are eligible for nomination to the OSDAT Certification Board, which governs certification standards and the integrity of the methodology.
Methodology leadership
Invitations to annual calibration sessions, methodology review panels and the delivery of ZISM’s CPD programme.
Verified registry listing
Certified assessors and team leaders will be listed on the ZISM Certified Assessor Registry, so that clients and employers can verify their status.
For organisations
Build your own in-house assessor capability
Organisations and government institutions can have officers trained and certified as a cohort, creating a permanent diagnostic capability rather than relying on one-off external assessments.
- An in-house diagnostic capability, not a one-off consultancy
- Officers accredited to ZISM’s national assessor standard
- Faster, recurring diagnostics with no repeat procurement cycle
- Knowledge and skills retained within your organisation
- Bundled rates available alongside an organisational assessment
