Management of Strategy Assessment Tool (MOSAT)

The Zambia Institute for Strategic Management (ZISM) is pleased to introduce the Management of Strategy Assessment Tool (MOSAT)—a robust, independent diagnostic designed to assess how effectively organisations formulate, implement, monitor, and institutionalise strategy.
MOSAT provides organisations with a clear, evidence-based view of the health of their strategic management function, benchmarked against recognised good practice. It goes beyond reviewing the existence of a strategic plan and focuses on whether strategy is clear, actionable, monitored, resourced, and embedded in the organisation.
Assessments are conducted by trained and certified MOSAT assessors under the oversight of ZISM to ensure quality, consistency, and independence.

Why MOSAT?
Many organisations have well-written strategic plans yet continue to struggle with execution, alignment, and results. MOSAT was developed to address this gap by answering one critical question:

How capable is your organisation to turn strategy into sustained performance?
MOSAT is modelled on internationally respected diagnostic tools such as TADAT and PEFA, adapted to the strategic management context and the realities of organisations operating in Zambia and the region.

What does MOSAT Assess?
MOSAT evaluates an organisation’s strategic management function across four core Performance Result Areas:

  1. Strategic Clarity
    – The extent to which vision, mission, objectives, and values are clearly defined, aligned, and understood.
  2. Effective Strategic Planning Process
    – The robustness, structure, and inclusiveness of the planning cycle and methodologies used.
  3. Strategy Monitoring and Evaluation
    – How systematically strategy implementation is tracked, reviewed, and adjusted based on evidence.
  4. Established Strategic Management Function
    – The adequacy of institutional arrangements, human capacity, and financial resourcing for strategy execution.

The outcome of each assessment is a Performance Assessment Report (PAR) that provides ratings, evidence-based findings, and clearly articulated strengths and gaps.

Who Can Participate in MOSAT?

MOSAT is open to:

  • Public sector institutions (ministries, agencies, local authorities);
  • State-owned and statutory bodies;
  • Large private sector organisations and groups;
  • Non-governmental and development organisations.

How Can You Apply to Participate in MOSAT?

Organisations interested in being assessed under MOSAT are invited to follow the steps below:

Step 1: Submit a Formal Expression of Interest

Write to the ZISM Secretariat indicating:

  • Name of organisation;
  • Contact person and designation;
  • Rationale for requesting a MOSAT assessment;
  • Preferred assessment period (indicative).

Step 2: Initial Engagement and Scoping

ZISM will:

  • confirm eligibility and scope;
  • discuss assessment logistics and fees;
  • agree on timelines and team composition.

Step 3: Formal Commissioning

The assessment is formally commissioned through a letter from the organisation’s Chief Executive Officer or authorised senior officer.
Step 4: Assessment and Reporting
The assessment is conducted in accordance with the MOSAT methodology, culminating in delivery of the Performance Assessment Report.
